12-4-12: MOBILE HOMES AND PARKS:
   A.   Definitions: The following terms and definitions shall be used for interpretation and explanation of the requirements of this section:
    ANCHORING EQUIPMENT: Straps, cables, turnbuckles, and chains, including tensioning devices, which are used with ties to secure a mobile home to ground anchoring.
   ANCHORING SYSTEM: A combination of ties, anchoring equipment, and ground anchors that will, when properly designed and installed, resist overturning and lateral movement of the mobile home from wind forces and earthquakes.
   FOOTER: That portion of the support system that transmits loads directly to the soil.
   FREESTANDING MOBILE HOME: Any mobile home inside the corporate limits of Lone Grove which is not located in an approved mobile home park or subdivision.
   GROUND ANCHOR: Any device at the mobile home stand designed to transfer mobile home anchoring loads to the ground.
   GROUND SET: Installation of mobile home with crawl space elevation three feet (3') or more below elevation of exterior finish grade.
   MAIN FRAME: The structural component on which is mounted the body of the mobile home.
   MOBILE HOME: A single-family dwelling designed for transportation on streets and highways on its own wheels or on flatbed or other trailers, both highway and rail, and arriving at the site where it is to be occupied as a dwelling complete and ready for occupancy, except for minor and incidental unpack and assembly operations, location on jacks or permanent foundations, connection to utilities, and similar operations, and having a length of thirty five feet (35') or more and a width of eight feet (8') or more.
   MOBILE HOME PARK: An officially approved unified development for two (2) or more mobile home spaces arranged on a tract of land under single ownership.
   PIER: That portion of the support system between the footer and the mobile home, exclusive of caps and shims.
   RECREATIONAL VEHICLE: A vehicular, portable structure built on a chassis and designed to be used for temporary occupancy for travel, recreation or vacation use, being of any weight, but with a length not exceeding thirty five feet (35') and a width not exceeding eight feet (8').
   SKIRTING: A type of wainscoting which encloses the lower part of the mobile home, covering wheels and undercarriage, and which is constructed of fire and weather resistant material, such as aluminum or vinyl or metal.
   STABILIZING DEVICES: All components of the anchoring and support systems such as piers, footers, ties, anchoring equipment, ground anchors and any other equipment which supports the mobile home and secures it to the ground.
   SUPPORT SYSTEM: A combination of footers, piers, caps and shims that will, when properly installed, support the mobile home. (Ord. 86, 2-16-1982; amd. 2006 Code; Ord. 2016-262, 4-18-2016, eff. 6-18-2016)
   B.   Mobile Homes Outside Mobile Home Park Or Subdivision: In addition to complying with all the requirements set forth in the district regulations contained in this title, any freestanding mobile home located outside an approved mobile home park or subdivision shall also comply with the following requirements: (Ord. 86, 2-16-1982; amd.       1.   Consent Of Property Owners: (Rep. by Ord. 2006-220, 11-20-2006, eff. 12-20-2006)
      2.   Insignia: All mobile homes not previously established as a residence in the city shall bear the insignia of approval of the United States department of housing and urban development.
      3.   Removal Of Running Gear: All running gear, wheels, towing devices or other equipment designed for the purpose of transporting the mobile home from one location to another shall be physically removed from the mobile home.
      4.   Skirting:
         a.   All mobile homes shall have an approved skirting around the entire perimeter of the mobile home.
         b.   Skirting shall be noncombustible or self-extinguishing and unaffected by decay or oxidation for a minimum distance of six inches (6") above finish grade. Skirting above six inches (6") from finish grade may be any weather resistant material that will blend with the exterior siding of the mobile home.
         c.   Installation shall be according to manufacturer's recommendations or approved equal, but in all cases shall be capable of resisting a fifteen (15) pound per square foot wind load.
         d.   Wood used as backup framing which has not been pressure treated shall be a minimum of two inches (2") above the interior grade and bottom of the skirting, except wood framing used for ground set skirting shall all be pressure treated.
         e.   The area underneath the mobile home floor shall be ventilated by openings in the skirting. The openings shall have a net area of not less than one and one-half (11/2) square feet for each twenty five (25) linear feet of exterior perimeter. Openings shall be located as close to corners as practicable and shall provide cross ventilation on at least two (2) approximately opposite sides. The openings shall be covered with corrosion resistant wire mesh not less than one-fourth inch (1/4") nor more than one-half inch (1/2") in any dimension.
         f.   The area under the floor shall be provided with an eighteen inch by twenty one inch (18" x 21") minimum size access crawl hole. Pipe, ducts or other nonstructural construction shall not interfere with the accessibility to or within underfloor areas.
      5.   Platform And Steps:
         a.   All mobile homes shall have, as a minimum requirement, one entrance platform in front and one in the rear. The platform shall have a minimum width and length of four feet (4').
         b.   Steps leading to the platform shall have a maximum rise of eight inches (8") and a minimum run of nine inches (9").
         c.   The platform shall be designed for a live load of sixty (60) pounds per square foot, and the steps shall be designed for a live load of one hundred (100) pounds per linear foot.
         d.   Construction shall be of cedar, plywood, or any suitable comparable material. All wood not pressure treated shall be a minimum of two inches (2") above finish grade.
         e.   A substantial railing capable of sustaining a load of twenty (20) pounds per linear foot applied horizontally at right angles to top rail shall be provided on all open sides of platform and steps.
         f.   If plywood is used as the finished surface, it shall have a nonslip treatment or be covered with an approved nonslip material.
      6.   Water And Sewer Regulations:
         a.   The tubing or piping connecting the drain outlet of the mobile home to the sewer system shall be noncollapsible semirigid or smooth bore pipe three inches (3") in diameter. Pipe shall be in practical alignment and have a uniform slope of not less than one-fourth inch (1/4") per foot of run.
         b.   Each mobile home shall be connected to the water riser by a flexible connector, such as copper tubing, not less than three- fourths inch (3/4") interior diameter.
         c.   All piping shall be adequately supported.
      7.   Drainage: Drainage shall be controlled in a manner to direct surface water away from the crawl space. (Ord. 86, 2-16-1982; amd. Ord. 2016-262, 4-18-2016, eff. 6-18-2016)
      8.   Anchoring: When the mobile home to be installed is provided with the manufacturer's installation instructions as approved by the United States department of housing and urban development, those instructions shall be followed in the installation of the mobile home anchoring system. Mobile homes not provided with a set of manufacturer's installation instructions shall be provided with an anchoring system that has been approved by the code enforcement officer.
      9.   Support System:
         a.   Mobile Homes With Installation Instructions: For mobile homes with installation instructions, individual footers and loading and load bearing piers or listed supports shall be sized and located to support the loads specified in the manufacturer's installation instructions. Size of footers shall conform to table 1 of this section. A minimum clearance of twelve inches (12") shall be maintained beneath the underside of the main frame (I-beam or channel beam).
         b.   Mobile Homes Without Installation Instructions: Mobile homes which are not provided with manufacturer's installation instructions for support systems shall meet the following requirements, unless the entire proposed support system is designed by a registered professional engineer or architect:
            (1)   General:
               (A)   Supports shall be placed not more than eight feet (8') apart, beginning from the front wall of the mobile home, with not more than two feet (2') open and spacing at the area of the main frame. Supports shall be installed directly under the main frame or chassis of the mobile home. (See table 1 of this section.) Methods other than those specified herein may be approved by the code enforcement officer. The required load bearing capacity of individual load bearing supports and footings shall be calculated at not less than actual live and dead loads combined but in no case less than seventy (70) pounds per square foot.                (B)   Footers shall be solid concrete, a minimum of three and one-half inches (31/2") thick. All grass and organic material shall be removed and the footer evenly bedded and leveled on a firm, undisturbed soil. As an alternate, two (2) solid concrete blocks can be used as footers, provided the joint between the blocks is parallel to the steel I-beam frame.
               (C)   Maximum assumed soil bearing designed capacity shall be one thousand two hundred (1,200) pounds per square foot unless higher values are justified by soil analysis. (See table 1 of this section.) Minimum soil bearing capacity shall be one thousand (1,000) pounds per square foot unless special design is submitted. Designs which have footings or footers on the exterior perimeter of the mobile home shall have the bottom of the footings twelve inches (12") below finish grade.
            (2)   Piers: Piers or load bearing supports or devices shall be designed and constructed to evenly distribute the loads. Piers shall be securely attached to the frame of the mobile home or shall extend at least six inches (6") from the centerline of the frame member. Manufactured load bearing supports or devices shall be listed or approved for the use intended, or piers shall be constructed as follows:
               (A)   Single eight inch by eight inch by sixteen inch (8" x 8" x 16") block shall not exceed three (3) high. Blocks shall be capped with two inch by eight inch by sixteen inch (2" x 8" x 16") material.
               (B)   Four (4) high and five (5) high block piers shall be double tiers with interlocking blocks.
               (C)   Piers more than forty inches (40") high shall be double piers with interlocking blocks, with number 3 reinforcing steel in the four (4) corners and poured solid with two thousand five hundred (2,500) psi concrete. (See illustration, figure 1 of this section.)
            (3)   Plates And Shims: A cushion of wood plate not exceeding two inches (2") in thickness and shims not exceeding one inch (1") in thickness may be used to fill gaps between the top of the pier and the main frame. Two inch (2") or four inch (4") solid concrete blocks may be used to fill the remainder of any gap. Shims shall be at least three and one-half inches (31/2") wide and six inches (6") long and shall be fitted and driven tight between the wood plate or pier and main frame.
            (4)   Tables And Figures:

      10.   Exemptions; Temporary Use Permit:
         a.   Exemptions from the conditions and requirements set forth in this subsection may be obtained by an individual or organization by applying for and obtaining a temporary use permit. However, in no instance shall the issuing of a temporary use permit allow for an exemption from the specific district regulations provided in this title.
         b.   The following conditions shall apply to the issuing of a temporary use permit:
            (1)   The mobile home shall be connected with a suitable water supply and sewer system and shall be in conformance with the health and sanitation laws of the city, county, and state.
            (2)   The land on which the mobile home is located shall be owned by the occupant thereof or the owner shall be related, in the first degree, to an occupant thereof.
            (3)   Only one mobile home unit shall be permitted to locate on a lot. The mobile home unit shall be temporary, only for a period of time which shall not exceed twelve (12) months from the date of issuance of the permit.
            (4)   The temporary use permit shall not be renewable.
            (5)   The issuing of a temporary use permit shall not be made until after the planning commission has reviewed and approved the application for the temporary use permit.
   C.   Commercial Use Prohibited: Mobile homes shall not be used for commercial purposes inside the corporate limits of the city.
   D.   Exempt Mobile Homes: The conditions contained in this section shall not be construed to include a mobile home used as caretakers' quarters at various job sites such as construction projects, gravel pits and dumping operations, or any mobile home offered for sale and located on a legal mobile home sales lot.
   E.   Mobile Home Parks: Mobile home parks shall be constructed and operated in accordance with the requirements of the ordinances of the city relating thereto. (Ord. 86, 2-16-1982; amd. Ord. 2016-262, 4-18-2016, eff. 6-18-2016)
