12-4-2: SUPPLEMENTAL REGULATIONS AND EXCEPTIONS:
The following requirements are intended to provide exceptions or qualify and supplement, as the case may be, the specific district regulations set forth in this title:
   A.   Open Space To Serve One Building: No open space or lot area required for a building or structure shall, during its life, be occupied by, or counted as open space for, any other building or structure.
   B.   Projections Into Yards:
      1.   Open eaves, cornices, windowsills, and belt courses may project into any required yard a distance not to exceed two feet (2').
      2.   Open porches may project into a front or rear yard a distance not to exceed five feet (5').
   C.   Street Right Of Way Width And Front Yards: Where the dedicated street right of way is less than fifty feet (50'), the depth of the front yard shall be measured at a starting point twenty five feet (25') from the centerline of the street easement.
   D.   Street Access For Dwellings:
      1.   No dwelling shall be erected on a lot which does not abut on at least one street for at least thirty five feet (35') and have a width of at least fifty feet (50') at the building line.
      2.   A street shall form the direct and primary means of ingress and egress for all dwelling units. Alleys, where they exist, shall form only a secondary means of ingress and egress.
      3.   A garage apartment may be built to the rear of a main dwelling if all other provisions of this title are complied with.
   E.   Commercial And Industrial Lot Sizes: Where minimum lot sizes and open spaces are not established for commercial and industrial uses, it is the intent of this title that lots of sufficient size be used by any business or industry to provide adequate parking and loading and unloading space required for operation of the enterprise.
   F.   Sight Distance Area:
      1.   Definitions: The following are definitions of the "sight distance area":
    SIGHT DISTANCE AREA AT AN INTERSECTION OF A PUBLIC STREET AND PRIVATE DRIVEWAY LEADING TO A PARKING LOT OF SIX OR MORE VEHICLES: Triangles formed by measuring from the points of intersection of the front lot line and the exterior edges of the pavement of the driveway approach from the private property to the public thoroughfare, a distance of twenty five feet (25') along said front lot line and said edges of pavement and connecting the points so established to form a sight area on the lot adjacent to the driveway intersection, and including the area of the driveway between the two (2) triangles.
   SIGHT DISTANCE AREA AT INTERSECTIONS OF TWO PUBLIC STREETS: On any corner lot, a triangle formed by measuring from the point of intersection of the front and exterior side lot lines a distance of twenty five feet (25') along said front and side lot lines and connecting the points so established to form a sight triangle on the area of the lot adjacent to the street intersection.
      2.   Obstructions Prohibited: No parking wall, fence, sign, structure, or any plant growth other than grasses shall be placed or maintained within the "sight distance area" as herein defined from the ground elevation to a height of ten feet (10') above the elevation of the adjacent public street or private driveway, whichever is higher, excepting for traffic control signs and lighting standards and except for private sign poles not exceeding one foot (1') in diameter.
      3.   Exemptions: Parking in the driveways of one-family and two- family dwellings is excluded from the provisions of this subsection.
   G.   Location Of Private Garage: An attached or detached private garage which faces on a street shall not be located closer than twenty five feet (25') to the street easement line.
   H.   Time For Accessory Building Construction And Use: No accessory building shall be constructed upon a lot to be used for a single- family dwelling until the construction of the main building has been actually commenced, and no accessory building shall be used unless the main building on the lot is also being used.
   I.   Site Planning Requirements: Whenever one or more residential, institutional, commercial, or industrial building is proposed to be located in a cluster or grouping which has a different arrangement, orientation or other site planning variation from that of other buildings, structures, or uses in the area or on adjacent properties, the architectural design, location, orientation, service, and parking areas of such buildings shall be planned so as not to adversely affect the use of adjacent or other properties in the area, as determined by the planning commission.
