All prosecution for violation of ordinances of the city shall be styled "The City of Lone Grove, Oklahoma vs. (naming defendant or defendants)". Except as provided hereinafter, prosecution shall be initiated by the filing of a written complaint or citation, subscribed and verified by the person making complaint or citation, and setting forth concisely the offense charged. Complaints shall be verified before a judge, the court clerk, deputy court clerk, or a police officer. No warrant for arrest shall be issued until approved by the judge of the municipal court.
