It shall be unlawful for any owner, contractor, or workman, in any manner, to interfere with any electrical wiring being installed in or on any building. If, in the course of erection of a building, the wiring is in such position as to interfere with its re-erection or completion as called for by the plans, notice shall be immediately given to the person installing the wiring, and the needed changes shall be made by such person.
