10-4-4: CONTAINERS:
   A.   General Requirements: It is the duty of every person, firm or corporation owning, managing, operating, leasing or renting any premises or any place where refuse accumulates, to provide, and at all times maintain in good order and repair, on any of the premises, a portable container or containers for refuse, which container is rodentproof and flyproof, and of sufficient capacity and in sufficient numbers to accommodate and securely keep all of the refuse that may accumulate between collections, except where approved type bulk containers are in use. All containers shall be kept clean and free from the accumulation of any substance remaining attached to the inside of the container which would attract flies, mosquitoes or any other insects.
   B.   Specifications: Each container shall have a capacity of not less than twenty (20) gallons nor more than thirty two (32) gallons, except where approved type bulk containers are in use.
   C.   Placement For Pick Up: All residents of the city who utilize garbage and solid waste pick up service by employees or agents of the city shall be required to place garbage cans or trash containers near the curb site of designated routes for pick up service. All customers of the city shall be required to place the garbage cans at the curb site abutting their properties for convenient pick up by sanitation employees.
   D.   Maintenance Of Area Around Containers: All containers and grounds immediately around the same shall be kept in a safe and sanitary condition at all times. (1990 Code § 17-302)
