Any residential dwelling or commercial building constructed within the corporate limits of the city, regardless of the type structure, shall be required to use and accept water furnished by the city, regardless of the purposes the water is used for, if the residential dwelling or commercial building is located within two hundred feet (200') of an existing city water line of any type or nature.
