In the event an owner, contractor or other person attempts to construct or repair a sidewalk, curb or gutter, or a driveway across a sidewalk, without having first obtained a permit as provided in this chapter or attempts to so construct or repair in violation of the rules, regulations and specifications of the Building Department, the Building Inspector shall issue a stop order to such owner, contractor or other person. If such stop order is not obeyed, then the Building Inspector may, in addition to any criminal action, institute an appropriate action in a court of competent jurisdiction to enjoin the construction or repair.
