(a) Whenever the Building Inspector has inspected or caused to be inspected any building and has found and determined that such building is a dangerous, unsafe or substandard building, he or she shall commence proceedings to cause the repair, vacation and/or demolition of the building.
(b) A building declared dangerous, unsafe or substandard by the Building Inspector may be restored to a nondangerous, safe or standard building, provided that the damage or cost of reconstruction, restoration or repair is not in excess of fifty percent of the value at which said building stands on the tax duplicate. No change of occupancy or use shall be compelled by reason of such reconstruction or restoration. The cost of reconstruction, restoration or repair shall be determined by the average estimates of the reconstruction, restoration or repair made by three independent (from owner) contractors registered with the City, acting in the capacity for which they are registered.
