(a) All buildings or portions thereof which are or at any time become dangerous, unsafe or substandard, as defined in this Building Code and are determined to be so after inspection by the Building Inspector, are hereby declared to be a public nuisance and shall be abated by repair, rehabilitation, demolition or removal in accordance with this Building Code. Such conditions are deemed to be contrary to the safety, health and sanitary condition of such buildings and are further deemed to pertain to the maintenance thereof, or the failure of such maintenance which falls within the scope and purpose of this Building Code as permitted by law.
(b) All buildings which are subject to the provisions of this Building Code relating to repairs, and all construction or work for which a permit is required shall be subject to inspection by the Building Inspector pursuant to this Building Code.
