1442.05 BUILDING PERMIT REQUIRED; ISSUANCE, POSTING AND INSPECTIONS.
   No person shall erect, construct, enlarge, structurally alter, structurally repair, convert, demolish, occupy, equip or maintain any building or structure, or permit any of the foregoing to be commenced, until a building permit therefor shall have been issued by the Building Inspector, provided, however, that this section shall not apply to any minor alterations and repairs.
   Building permits shall be issued by the Building Inspector. The building permit shall expire in six months if no work has been started. The permit will expire after two years if the work is not complete. The permit holder may be granted an extension of up to one year, if the permit holder applies therefor prior to the expiration of the permit.
   The building permit and applications therefor, shall be a single document in three parts, as follows:
   (a)   Building permit;
   (b)   Electrical permit; and
   (c)   Sidewalk, curb and gutter permit.
   Each of the three parts of the permit and application shall be subject to the schedule of fees set forth in Section 1442.06.
   Only those parts of the building permit that are applicable to the request of the owner shall be issued. When one or more of the divisions are necessary to complete the building requested of the builder, only one fee shall be charged. A sidewalk, curb and gutter permit will be required for all construction of any new dwelling, business institution or similar structure where the property abuts a dedicated City street and the City has engineered the sidewalks so that good drainage and pedestrian traffic will be developed and continued through the City.
   The Building Inspector shall establish, maintain and incorporate into the building permit a schedule of inspections to be made, and shall adopt such bylaws and regulations concerning notice and waiver of inspections as he or she shall deem proper.
   The provisions relating to issuance and posting of permits and the inspections during work shall apply regardless of occupancy.
