1442.01 ENFORCEMENT BY BUILDING INSPECTOR; RIGHT OF ENTRY.
   The City of London Building Inspector is hereby authorized and directed to administer and enforce all of the provisions of this Building Code. Such personnel as is necessary for the purpose of such administration and enforcement maybe employed. The Building Inspector shall be directed by the Safety-Service Director.
   Whenever necessary to make an inspection under this Building Code, or to enforce any of the provisions of this Building Code, or whenever the Building Inspector or his or her authorized representative has reasonable cause to believe that there exists in any building or upon the premises of such building, any condition which makes such building or premises dangerous, unsafe or substandard (as defined in this Building Code), the Building Inspector or his or her authorized representative may enter such building or premises at all reasonable times to inspect the same or to perform any duty imposed upon the Building Inspector under this Building Code, provided, however, that if such building or premises are occupied, he or she shall first make a reasonable effort to locate the owner or other persons having charge or control of the building or premises and demand entry. If entry is refused, the Building Inspector shall have recourse to every remedy provided by law to secure entry.
   No owner or occupant or any other person having charge, care or control of any building or premises shall fail or neglect, after proper demand is made, to promptly permit entry therein by the Building Inspector or his or her authorized representative for the purpose of inspection and examination pursuant to this Building Code.
