(a) Size, Type and Color. Fire hydrants with a minimum of two 2-1/2-inch outlets and one 4-1/2-inch pumping connection (or as required by the Safety-Service Director) shall be provided by the subdivider/developer in all subdivisions/developments with adequate public/private water supplies which are sufficient in pressure supply to meet fire protection needs adequately, provided that the public water district permits the specified connections of fire hydrants to its lines. The hydrants shall be red and of the break-off type and shall be either American Darling, Mueller or one of the same caliber, and shall be approved by the Fire Chief or person responsible for the fire protection for the political subdivision in which the plat is located.
(b) Location.
(1) General. Pursuant to Section 913 of the Ohio Building Code (OBC), all fire hydrants shall be located as directed by the Fire Department. Pursuant to Section FM 516.2 of the Ohio Fire Code (OFC), all private fire service mains and appurtenances shall be installed in accordance with NFPA 24, as listed in rule O.A.C. 1301:7-7-44. All distances between hydrants shall be calculated using curb lines or roadway lines if curbs are non-existent.
(2) Public streets. Fire hydrants should be located between property lines and curbs, with all outlets facing or parallel to the street. Fire hydrants shall be placed at the corners of all blocks and at midblock for blocks exceeding 800 feet in length. Fire hydrants also shall be required at the entrance and end of all cul-de-sacs exceeding 400 feet in length. At no point shall the distance between hydrants exceed 500 feet.
(3) Apartment, condominium and assisted living complexes. Fire hydrants should be located between property lines and curbs, with all outlets facing or parallel to the street or drive. Fire hydrants shall be placed at the corners of drives, streets and buildings. Fire hydrants also shall be required at all entrances to complexes and at the end of all cul-de-sacs. At no point shall the distance between hydrants exceed 300 feet. Each building shall have immediate access to at least two fire hydrants. If buildings are equipped with a sprinkler system, a fire hydrant shall be placed in such a manner as to provide for the convenience of fire equipment placement, not to exceed 40 feet from Fire Department connection, and shall be fed from a City water main separate from the sprinkler loop system.
(4) Industrial, mercantile and department store complexes. Where applicable, fire hydrants should be located between property lines and curbs, with all outlets facing or parallel to the street or drive. Fire hydrants shall be placed at the corners of drives, streets and buildings. Fire hydrants also shall be required at all entrances to complexes. At no point shall the distance between hydrants exceed 300 feet. If buildings are equipped with a sprinkler system, a fire hydrant shall be placed in such a manner as to provide for the convenience of fire equipment placement, not to exceed 40 feet from the Fire Department connection, and shall be fed from a City water main separate from the sprinkler loop system. If protective posts are installed near hydrants, the posts shall not be located any closer than two feet from the fire hydrant and shall be positioned in such a manner as not to block any of the fire hydrant outlets.
(c) Water Supply. The minimum size of any water line serving any fire hydrant shall be six inches in diameter and should be a circulating water line. The size and location of water lines should be approved by the Safety-Service Director, the Fire Chief or the person responsible for fire protection, and the Ohio Inspection Bureau for commercial and industrial subdivisions.
(d) Additional Hydrants. Additional fire hydrants shall be purchased or provided by the subdivider/developer to the City as follows:
(1) For each construction housing project, the subdivider/developer shall provide to the City one fire hydrant minimum and one fire hydrant for every eight fire hydrants required of the construction project.
(2) For each construction commercial housing (apartments) project, the subdivider/developer shall provide the City one fire hydrant for each project and provide an additional fire hydrant for every 40 commercial units.
