Concrete sidewalks having minimum thickness of four inches shall be installed along both sides of major streets or thoroughfares. In other instances, the Planning Commission may require such sidewalks and multi-use paths as it deems necessary to provide for the safety of pedestrians in walking to schools or similar major destinations. Concrete sidewalks and multi-use paths shall be constructed in conformity with the current edition of Construction and Material Specifications of the State Department of Transportation, and comply with current ADA Regulations, as they pertain to this type of improvement. The location of all sidewalks and multi-use paths shall be determined by the Commission. The minimum width of sidewalks shall be four feet. The minimum width of multi-use paths shall be ten feet. Once seventy-five percent of all lots in a platted subdivision, or any phase thereof, have been sold or otherwise transferred by the subdivider to another party, the subdivider must construct and complete the sidewalks and multi-use paths on the remaining unsold lots in that subdivision or phase thereof.
