(a) Building Lines. Where the subdivided area is not under zoning control and is to be used for residential purposes, the building lines shall be established according to the following table, but in no case shall the front building line be less than thirty-five feet from the right of way of the street or thoroughfare upon which the lots front.

Restrictions requiring greater setbacks than the above may be required for commercial and industrial uses as determined by the Planning Commission.
(b) Easements. An easement normally shall have a minimum width of five feet on each side of a lot line, or such additional width as may be necessary for access to the utilities involved. Along both sides of an alley a two-foot easement shall be required to accommodate pole lines. Easements shall, when possible, follow the side and rear lot lines except under special circumstances when they may be located elsewhere, subject to approval of the Planning Commission or the County Engineer in the unincorporated areas. For lots facing on curvilinear streets, rear easements, when provided, should consist of straight lines with a minimum number of points of deflection. Easements may also be required along or across lots where engineering design or special conditions may necessitate the installation of water and sewer lines outside public rights of way.
(c) Easement Along Streams. Whenever any stream or important surface drainage course is located in the area being subdivided, the subdivider shall provide an adequate easement along each side of the stream for the purpose of widening, deepening, relocating, improving or protecting the stream for drainage or public use.
