When a discharge of wastes causes or threatens to cause a disruption of the normal treatment processes, the Board of Public Utilities may assess a charge against the user for the work and materials required to maintain or restore the normal treatment processes. Wastewater with the approval of the Board of Public Utilities may assess a strength surcharge to this discharge. Such surcharges shall be added to the user's charges and fees.
