(a) The capital improvement surcharge provided for in Section 1048.12 shall be payable monthly at the same time sewer rental charges are payable, except, however, the Board of Public Utilities is hereby authorized and directed to annually reduce and/or increase such capital improvement surcharge by an amount, to be determined by the Board, based upon the availability of other funds to pay for the Oak Run Relief Sewer, Glade Run Sewer, the Northeast Interceptor Sewer and Sewage Plant Improvements, including the principal and interest on notes and bonds issued for such improvements, but such surcharge shall not exceed the rates as are now established in Section 1048.12.
(b) To provide for such annual rate adjustment, the Board shall, upon the effective date of this chapter and in the month of January of each year hereafter, determine their anticipated capital improvement needs for the Oak Run Relief Sewer, Glade Run Sewer, Northeast Interceptor Sewer and Sewage Treatment Plant for the ensuing calendar year and the anticipated funds to be available for such purpose.
