1048.08 MEASUREMENT OF VOLUME.
   The volume of sewage measured for payment for each account shall be determined as follows, unless the user is in a special class and covered by a special agreement:
   (a)   When the user is supplied with water from the City water system, the quantity of sewage measured for payment shall also be the quantity of water measured for payment.

   (b)   When the user is also supplied with water from the City water system and only part of the water enters the sewer system, the Board of Public Utilities may require or permit the installation of an additional meter to measure the quantity of sewage actually entering the sewer system. The meters shall be approved by the Board and furnished, installed and maintained at the expense of the user.
   (c)   When the user is supplied with water, in part or in total, from a source other than the City water system, the Board of Public Utilities shall require the installation of a meter or meters to measure the supply of water from all sources or to measure the volume of sewage entering the sewer system. The meters shall be approved by the Board, and furnished, installed and maintained at the expense of the user.
   (d)   All sewage entering the sewer system shall be measured for payment. All meters required under this section shall be furnished and installed at the expense of the user. All defective meters shall be replaced at the expense of the user.
   (e)   The Board of Public Utilities may require from the user that the City be furnished, upon request, with information and data on all sources of water within the confines of the premises which may enter the sewer system.
   (f)   In such cases where a lot, parcel of land, building or premises situated within the corporate limits has access to the City sewer system but is not connected thereto, or in special cases which are not capable of being charged fairly or reasonably under the schedule set forth in Section 1048.05 because of peculiar or extenuating circumstances, rates shall be established by Council upon the recommendation of the Board of Public Utilities.
