(a) Effective with all billings of January 15, 1979, and thereafter, there are hereby levied and assessed sewer service charges on each lot, parcel of land, building or premises having any sewer connections with the sanitary sewer system of the City, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into the City sewer system or having available access to the sanitary sewer system as determined by the Board of Public Utilities. The sewer service charges shall consist of the charges as follows:
(1) Base charge. The flat rate fee charged to each account regardless of the volume of sewage.

(2) Volume charge. The service charge based on the volume of standard strength sewage and charged to all accounts in addition to the base charge. Standard strength sewage shall include the maximum strengths as follows:

(3) Strength surcharge.
A. The charge based on the pounds of carbonaceous biochemical oxygen demand, suspended solids, nitrogen ammonia and oil and grease in excess of the amount in standard strength sewage and charged to all industrial class and special class users in addition to all other charges. The Director may impose surcharge strength charges on a commercial class if it is determines that the commercial class sewage discharge is in excess of the standard strength sewage.
B. The base charge, volume charge and strength surcharge shall be billed once each month.
(b) A separate account shall be established for each meter used to establish volumes of sewage flow. The classes of users shall be as follows:
(1) Domestic class includes all single or multiple unit residential accounts with domestic-type sewage only. A residence which includes a commercial establishment shall be considered a domestic account if the sewage produced is primarily domestic in nature and the flow contributed by the commercial activities of the establishment is secondary flow of the sewer connection.

(2) Commercial class includes all nonresidential accounts that are not required to be in the industrial class. Transient residences shall be commercial accounts. (Ord. 141-76. Passed 8-5-76.)
(3) Industrial class includes all accounts from users who discharge to the City's wastewater disposal system liquid wastes resulting from the processes employed in industry or manufacturing, or from the development of any natural resource.
(4) Special class consists of one account with the Ohio Department of Rehabilitation and Corrections (ODRC) pursuant to an agreement between the City and the ODRC, dated September 18, 1985, and which is maintained in the office of the Board of Public Utilities.
