As used in this chapter:
(a) "Board" or "Board of Public Utilities" means the Board of Public Utilities of the City or its duly authorized agent.

(b) "Carbonaceous biochemical oxygen demand (CBOD5)" means oxygen utilized in the biochemical oxidation of organic matter in five days at 20°C, with nitrification inhibition, expressed in milligrams per liter. The values shall be as determined in Test No. 5210 of Standard Methods for Examination of Water and Wastewater, Eighteenth Edition.

(c) "Debt service charge" means a charge levied on uses of a treatment works for the cost of construction of the treatment works.
(d) "Depreciation" means an accounting device to systematically distribute the cost of wear and obsolescence.
(e) “Grease and oil" means any material which is extractable from an acidified sample of a wastewater by hexane or other designated solvent.
(f) "Industrial wastes" means the liquid wastes from industrial manufacturing processes, trade or business, or from the development, recovery or processing of natural resources, as distinct from primarily segregated domestic wastes or wastes from sanitary conveniences.
(g) "Maintenance" means keeping the treatment works in a state of repair.
(h) "Operation" means causing the treatment works to function for their intended purpose.
(i) "Operation charge" means a charge levied on users of the treatment works for the cost of the operation and maintenance and replacement of such works.
(j) "OWDA" means the Ohio Water Development Authority, a body corporate and politic, organized and existing under Ohio R.C. Chapter 6121.
(k) "Phosphorus" means total phosphorus content in wastewater as determined in Test Number 4500 of Standard Methods for the Examination of Water and Wastewater, Eighteenth Edition.
(l) "Premises" means a parcel of real estate, including any improvements thereon, which is determined by the Board of Public Utilities to be a single user for the purposes of receiving, using and paying for sewer service.
(m) "Regional Administrator" means the Regional Administrator of the United States Environmental Protection Agency for Region V.
(n) "Replacement costs" means expenditures for obtaining and installing equipment, accessories or appurtenances which are needed, during the service life of the treatment works, to maintain the capacity and performance for which the works were designed and constructed.
(o) "Sanitary sewage" means sewage containing a combination of water-carried wastes from residences, business buildings, institutions and industrial establishments contributed by reason of human occupancy.
(p) "Sanitary sewer" means a sewer which carries sanitary sewage and industrial wastes and to which storm, surface and ground waters are not intentionally admitted.
(q) "Sewer system" means all facilities for collection, pumping and transporting sewage to the treatment facilities.
(r) "Sewer use charges" means charges for construction, operating and maintaining the treatment works, including operation charges and debt service charges.

(s) "Suspended solids" means solids that either float on the surface of, or are in suspension in, water, sewage or other liquids and which are removable by laboratory filtering, expressed in milligrams per liter. The values shall be as determined in Test Number 2540D of Standard Methods for the Examination of Water and Wastewater, Eighteenth Edition.

(t) "Treatment works" means the entire wastewater pollution control system, including all sanitary sewers, pumping stations, treatment facilities and storage and disposal facilities required for collection, treatment and disposal of wastewater.
(u) "Useful life" means the estimated period of time during which units of the treatment works will be operated.

(v) "Utility" means the treatment works of the City.
