Each user, at his or her expense, shall provide protection against accidental discharge of prohibited materials or other wastes regulated by this chapter. Detailed plans showing facilities and operating procedures to provide this protection shall be submitted to and approved by the Superintendent before construction of the facilities. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying the facilities, as required, to meet the requirements herein. Any subsequent changes in the facilities or operating procedures shall be submitted to and be approved by the Superintendent before the changes are made.
