1044.06 PUMP STATION BENEFIT CHARGES.
   (a)   Purpose of Charge. For the purpose of equitably distributing the cost of constructing and maintaining pump stations, a pump station benefit charge is hereby levied against all property in addition to any and all other charges, assessments and costs for the benefits which have or will accrue to such property by reason of the construction of any such pump stations.
   (b)   Benefit Exceptions. Benefits will accrue to property, and such charges shall be exacted and collected only when permission is granted to connect such property to a pump station either directly or indirectly. However, no benefits will be deemed to have accrued to the following:
      (1)   Property which indirectly connects through the sanitary sewer system as it exists on July 1, 2019.
   (c)   Rate Schedule of Benefits. The pump station benefit charge shall be collected by the Board of Public Utilities and shall be based upon the following schedule of benefits:
      (1)   Residential rates.

      (2)   Commercial rates.

Hotel or motel establishments
$600.00 plus $300.00 per unit in excess of 2 units.
 
      (3)   Industrial rates. Rates for individual industrial establishments located on a tract of less than fifty acres are to be based on the size of the water service tap serving such establishment and shall be in accordance with the following schedule:

         Rates for individual industrial establishments located on a tract of fifty acres or more are to be negotiated with the Mayor and the Board of Public Utilities, with the contents of this section serving as a guideline for the establishment of such charges.
   (d)   Charge Deposit and Appropriation. All pump station benefit charges collected by the Board of Public Utilities shall be deposited in the Sewer Capacity Fund and, when appropriated by Council, shall be available for the payment of the cost of construction and maintenance to the pump station and for the payment of principal and/or interest on any debt incurred for such improvements and extensions.
   (e)   Delineation of Pump Station Benefit Areas. This section shall apply to the following:
      (1)   Amherst;
      (2)   Fifth Street;
      (3)   Sharp Avenue;
      (4)   High Street;
      (5)   Children home;
      (6)   Advance Auto; and
      (7)   Any future areas as determined by Council action. Customers may be excluded by special agreement with the City.
