Any person who wishes to tap into the water line created along the additional pipe paid for by the City of London's Economic Development Fund shall pay a tap-in fee of twelve dollars and eleven cents ($12.11) per linear foot developed along Route 142. This fee is valid for calendar year 1996. Starting in calendar year 1997 the fee is to be increased six percent a year until all front footage is developed. Said fees shall be paid to the City of London to be deposited into the Economic Development Fund prior to any water service being established.
