Any individual or organization who has been refused a permit or renewal of a permit under this chapter, or has had a permit issued under this chapter suspended or revoked, may appeal such decision to the City's Mayor in writing within seven calendar days. Within five calendar days of receiving a written request to appeal, the Mayor, or his/her designee, shall hold a hearing whereby the applicant can contest the grounds for denial, suspension or revocation. A written decision by the Mayor, or his/her designee, shall be issued within forty-eight hours and sent by regular mail to the applicant's address on file.
