820.51 SCHEDULES FOR COMMERCIAL ESTABLISHMENTS.
   Although no effort is made by this chapter to establish maximum rates for commercial establishments or for buildings requiring special arrangements for service, including apartment buildings, hotels and motels already possessing their own master distribution systems, the operator shall, before offering any such service, submit his or her proposed rate structure to Council for approval.

820.52 SCHEDULES FOR UNCONVENTIONAL SERVICES.
   The operator shall, if and when the services outlined in Section 820.06 as possible services to be offered are actually offered as services, submit detailed proposals of all applicable rate structures to Council for approval, if such services are regular subscriber services under Section 820.50.

820.53 FILING RULES, REGULATIONS AND POLICIES.
   A current, up-to-date copy of all the operator's rules, regulations and policies concerning subscriber service will be kept on file with the Mayor. No rule, regulation or policy shall be contrary to the provisions of this chapter.

820.54 INTERPRETATION; CONFLICTS.
   Nothing in this chapter shall be deemed to supersede any rule or regulation of the Federal Communications Commission (FCC) relative to cable television systems and franchises. In the event of a conflict between any of the provisions of this chapter and a provision of such FCC rules and regulations, the latter shall control.
820.55 SEPARABILITY.
   If any section, subsection, sentence, clause, phrase or portion of this chapter is for any reason held to be invalid or unconstitutional by any court of competent jurisdiction, or in conflict with rules and regulations of the Federal Communications Commission, then such provision shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining provisions hereof.
