278.14 EMPLOYEES OF WATER, SANITATION AND SANITARY SEWER DEPARTMENTS.

Council shall determine positions and salary ranges for employees of the Water, Sanitation and Sanitary Sewer Departments. The number of employees and their job classification shall be determined by the Board of Public Utilities.
