The Board of Public Utilities shall recommend to Council all rates and charges to be paid by consumers of the Municipal water, sanitation and sewerage systems, for Council to establish as provided by law. The Board shall furnish all data and information necessary for establishing of the rates of all utility systems at any time the same may be requested by Council. In cases where there are no such rates established by Council for Municipal water, sanitation or sewerage systems, the Board shall adjust and establish such rates until such time as Council shall establish them.
