The Board of Public Utilities is hereby authorized and directed to receive, properly secure and account for all moneys derived from the operation of the sanitation, waterworks and sewerage systems of the City. Such moneys as may be appropriated by Council, as provided by law, shall be used by the Board for the operation, maintenance or improvement, as hereinbefore provided, of any of the systems.
