(a) The Director of Public Utilities and/or the Department Head of each division of the Board of Public Utilities is hereby authorized and directed to manage the day-to-day affairs of the Municipal sanitation, waterworks and sewerage systems; to employ, discharge and discipline all employees necessary to operate and maintain each system in good order and condition; to establish hours of labor and working conditions; and to purchase all materials, supplies and equipment necessary to ensure the continuity of service in the several systems. However, no single purchase of equipment necessary for the operation of the plants shall exceed five thousand dollars ($5,000), and no other single purchase shall exceed five thousand dollars ($5,000). The Director and/or Department Head shall request approval from the Board of Public Utilities for purchases in excess of those amounts.
(b) The Board of Public Utilities is hereby authorized and directed to operate the Municipal sanitation, waterworks and sewerage systems; to receive and properly account for all moneys derived from the operation of the several systems; to pay all expenses and wages incurred in the usual operation, maintenance and improvement of the several systems; to keep adequate records and accounts of all transactions of each system; to review requests for purchases by the Director of Public Utilities and/or the respective Department Heads in excess of the amount set forth in subsection (a) hereof and, if above the limit set forth in subsection (c) hereof, request that Council authorize such a purchase; to make such bylaws and regulations as are deemed necessary and desirable for the proper operation of any of the systems; and to do any and all things that are usual and proper under prudent management to operate, maintain or improve each of the systems.
(c) The Board of Public Utilities shall not authorize the expenditure of more than fifty thousand dollars ($50,000) without the approval of Council.
