All appointed Board members shall, at the time of appointment and so long as they are acting as such Board members, be residents, property owners, or taxpayers of the City. All appointments shall be until their successors have qualified. Any Board member by appointment shall be eligible for reappointment upon the expiration of his or her term. Each Board member shall receive compensation for his or her services as prescribed by Council to be paid from utilities funds. Each appointed Board member shall be removable for cause by the recorded vote of a majority of the Council after a hearing.
