(a) The Historic Downtown Revitalization Commission (HDRC) shall consist of five members. Three members shall be London residents and two members shall be business or property owners who have a building or business located in the Historic Downtown.
(b) The members of the Commission will be appointed by the Mayor, subject to Council approval, and shall serve two year terms. Vacancies in such Commission shall be filled for the unexpired term and in the same manner as the original appointment.
