1024.02   NOTICE REQUIREMENT.
   In addition to any notice required by Ohio R.C. Chapter 723 concerning the change of name, vacating or narrowing of streets and alleys within the City, any owner of property that abuts the street or alley affected shall receive written notice of such proposed action via certified U.S. mail, return receipt requested, or by personal service through either the City of London Police Department or the Sheriff of Madison County. If only a portion of a street or alley is to be renamed, vacated or narrowed, only the owners of the property that directly abuts such portion of the street or alley shall receive the written notice required by this section. If the owner of such property cannot be located and served despite the best efforts of the City, then the notice required by Ohio R.C. Chapter 723 shall suffice. If an exception to the notice requirement contained in Ohio R.C. Chapter 723 applies, then there is no requirement for notice as contained in this section.
