660.15   PLACEMENT OF LEAVES, GRASS CLIPPINGS AND YARD WASTE ONTO STREETS AND INTO STORM DRAINS PROHIBITED.
   (a)   Citizens, residents, property owners, renters, businesses and industries are hereby forbidden to spread, distribute, place or blow grass clippings, leaves, yard waste, or other similar organic materials onto the streets, into the storm drains, curbs, sewer facilities or appurtenances thereto within the City of London.
   (b)   Materials that are generated as a result of windstorm damage, such as tree branches and limbs shall not be subject to the limitations, restrictions or penalties herein described.
   (c)   Whoever violates subsection (a) will be subject to a fine of not less than fifty dollars ($50.00). Each subsequent offense within twelve months shall be a misdemeanor of the fourth degree. In addition, violators of this section shall have twenty-four hours following receipt of notification to clean up the prohibited materials that have been placed, spread, or blown onto the street. Thereafter, the Safety Service Director may cause the removal of the prohibited material via contract or via the Street and Maintenance Department, at the rate of one-hundred dollars ($100.00) per hour. The City shall assess the cost of removal to the property owner or the occupant in possession of the property. Each day thereafter shall be considered a separate offense.
