(a) When any work or repair or demolition is to be done, the Building Inspector shall issue his or her order therefor to the City, and the work shall be accomplished by City personnel or by private contract. Plans and specifications therefor may be prepared by said City or it may employ such architectural and engineering assistance on a contract basis as the Building Inspector may deem reasonably necessary. If any part of the work is to be accomplished by private contract, standard public works contractual procedures shall be followed.
(b) The cost of such work shall be paid by the City and may be made a special assessment against the property involved or may be made a personal obligation of the property owner, whichever the City shall determine is appropriate.
(c) If an assessment is ordered, the same shall be certified to the County Auditor to be recorded on the assessment roll and thereafter shall constitute a special assessment and lien upon the property.
