1442.06 PERMIT FEES.
   The following rate structure is hereby established for building permits in the City:
   (a)   Plan Examination Fee.   $75.00 per hour.
   (b)   Residential Permit Fees.
      (1)   Blanket residential permit. Each building permit issued under this section shall be charged a one percent surcharge mandated by the Ohio Board of Building Standards.
      A blanket permit may be issued to construct a new residential dwelling unit of R-2 thru R-4 use group, such fee does not include unusual fee such as, but not limited to: reinspection, after hours inspection or temporary occupancy. The blanket permit fee includes related accessory buildings for individual use such as carports, but does not include community buildings, facilities, pools, or the like. Figured on gross floor area of all area of all occupiable space, including but not limited to: halls, common areas, stairways, chimney areas, laundry rooms, carports, and those areas required by Item 2 of this section, divided by the number of dwelling units. Blanket permit fees are not refundable. Change in contractors shall be accomplished only by a permit transfer.

      *Fees do not include a fireplace. Accessory structures/decks/pools/fireplaces: $100.00 plus Ohio one percent fee.
      (2)   Residential alteration and rehabilitation.
   Each permit issued under this section shall be charged one percent surcharge mandated by the Ohio Board of Building Standards.
   Permits for alterations or additions of existing buildings shall be issued to include only the work shown on the approved plans or specifications. A separate fee will be assessed for building, mechanical, plumbing and electrical as applicable for the proposed alteration.
         Dwelling units of R-2 thru R-4 Use Groups         75.00 per type of permit
      (3)   Miscellaneous structures.
   Each permit issued under this section shall be charged one percent surcharge mandated by the Ohio Board of Building Standards.
         A.   Permits for miscellaneous structures shall be issued to include only work shown on approved plans, specifications and sketches, and/or described in letter form
         B.   Fees for miscellaneous structures shall be based on the following schedule:
            1.   Accessory building (larger than         $60.00

               framing, and final inspection.
                  Accessory building <200 sq. ft.
                  need a zoning permit only.
                  Accessory building >200 sq. ft.
                  needs both zoning and building
                  permits.
            2.   Deck uncovered. Includes foundation,      $60.00
               framing, and final inspection.
                  All attached decks require a
                  zoning permit and a building permit.
                  Detached deck < 200 sq. ft. needs a
                  zoning permit only.
                  Detached deck > 200 sq. ft. needs
                  a zoning permit and a building permit.
            3.   Carports. Includes only foundation         $100.00
               and final inspection.
                  Carports < 200 sq. ft. need a

            4.   Pools in ground/above-ground. Includes      $100.00
               only foundation/base final inspection.
                  Prefabricated pools less than 24 inches
                  in depth do not require a building permit.
            5.   Fences over 6 ft. high. Includes only         $100.00
               footer and final inspection.
            6.   Fireplace; prefabricated, coal, gas or         $100.00
               woodburning, with or without masonry
               construction and installed or constructed
               other than at the time of original
               construction. Includes only footer
               and final inspection.
            7.   Demolition permit. Includes only final
               inspection.
               a.   Residential single-family         $50.00
                  detached.
               b.   All other structures based on
                  gross floor area:
                  101 – 5,000 sq. ft.            $100.00
                  5,001 – 10,000 sq. ft.            $150.00
                  Plus for each additional 10,000 sq.      $100.00
                  ft. or portion thereof.
            8.   Structure moving permit            $100.00
            9.   Industrialized units. Industrialized
               units or prefabricated assemblies
               approved by the Ohio Department
               of Industrial Relations.
               Industrialized units are regulated
               by the State of Ohio Manufactured
               Homes Commission.
   *Note: Additional inspections may be required based upon information submitted for plan review. Each additional inspection required will be $50.00. Additional inspection as required at the discretion of the Building Official shall be noted on the issued permit.
   (c)   Commercial Permit Fees.
      (1)   New buildings, additions and renovations.
   *Each permit issued under this section shall be charged a 3% surcharge mandated by the Ohio Board of Building Standards.
         A.   Permits for new buildings, additions, and renovations to existing buildings shall be issued to include only the work on the approved plans or specifications.
         B.   Fees for the new buildings, additions and/or renovations to existing buildings shall be based on floor or surface area to be computed as follows:
            1.   All floor or surface areas include garages, carports, basements, cellar and sub cellar floors measuring the outside dimensions at each floor level.
            2.   Crawl spaces and attic areas shall not be included.
            3.   In buildings or areas where there are no walls, the area enclosed by the outside dimensions of the supporting columns shall be included.
            4.   In buildings or areas where a roof is supported by a single row of columns, the horizontal projected area of the roof shall be included.
            5.   Square footage fee schedule applies to areas of work in addition and renovation projects.
            6.   Renovations in areas less than 100 sq. ft. for building of where a limited amount is to be performed for:
               Electric - Less than 6 fixtures/devices or service, 400 amps or less.   $150.00 minimum
               HVAC - Less than 6 fixtures/devices   permit fee
                  or tying into existing ductwork
                  or signs (including foundation/
                  electrical and final inspection.
      (2)   Commercial fee schedule.

   (d)   Miscellaneous Fees.
      (1)   A requested inspection for the purpose of checking for compliance with, or changing the use group or occupancy of an existing commercial building with no work proposed which would otherwise require a building permit, a fee of $100.00 will be charged.
      (2)   In situations where there are required annual inspections for licensing by the State, County or City, an inspection fee of $75.00 per inspection will be charged.
      (3)   After-hours inspection per hour, per inspector   $75.00

         Chart of "R" type use groups (Ohio Basic Code Section 309.0)
         R-1   Hotels, motels, boarding houses and similar buildings arranged for shelter and sleeping accommodations and in which the occupants are primarily transient in nature, making use of the facilities for a period of less than thirty days.
         R-2   All multiple-family dwellings having more than three dwelling units, and including all dormitories, boarding houses and similar buildings arranged for shelter and sleeping accommodations for six or more individuals who are primarily not transient in nature.
         R-3   All multiple single-family dwellings in buildings or structures containing more than three dwelling units.
         R-4   All detached one-two or three-family dwellings not constructed or erected as industrialized units.
