The formulation, administration and enforcement of this Zoning Code is hereby vested in the following officers and bodies within the City Government:
(a) The Zoning Administrator;
(b) The Planning Commission;
(c) The Board of Zoning Appeals;
(d) Council; and
(e) The Law Director.
