Where topography and other physical conditions make full compliance with the minimum required improvements of this chapter an undue hardship upon the owner, the Planning Commission may refer the problem of compliance to the Safety-Service Director or the County Engineer, depending upon jurisdiction, for recommendations as to permissible variances.
