1220.08 DEFINITIONS.
   As used in these Regulations:
   (a)   "Block" means a piece of parcel or land entirely surrounded by public highways, streets, streams, railroad rights of way or parks, etc., or a combination thereof.
   (b)   "City" means the City of London, Madison County, Ohio.
   (c)   "Clerk" means the Clerk of Council of London, Ohio.
   (d)   "Council" means the City Council of London, Ohio.
   (e)   "County" means Madison County, Ohio.
   (f)   "Director" or "Safety-Service Director" means the Safety-Service Director of London, Ohio.
   (g)   "Final plat" means the final map, drawing or chart on which the subdivider's plan of subdivision is presented to the Planning Commission for approval, and which, if approved, will be submitted to the Recorder of Madison County.
   (h)   "Law Director" or "Director of Law" means the Director of Law or legal advisor of the City of London, Ohio.
   (i)   "Lot" means a parcel of land intended for transfer of ownership or building development, having its full frontage on a public street.
   (j)   "Master Plan" means the Comprehensive Development Plan for the City, adopted by Resolution 223-93, passed October 21, 1993, which may consist of several maps, data, etc., and which shows the general location and extent of physical facilities, including major streets and main thoroughfares, parks, schools and other public open spaces, and public building sites.
   (k)   "Municipality" means the Municipality of London, Ohio.
   (l)   "Official Map" means the map established by the Planning Commission showing the streets, highways and parks therefor laid out, adopted and established by law and any amendments thereto adopted by the Planning Commission or additions thereto resulting from the approval of subdivision plats by the Planning Commission and the subsequent filing of such approved plats.
   (m)   "Official Thoroughfare Plan" means the officially adopted plan designating a system of principal or major streets for traffic intercommunication.
   (n)   "Owner" means any individual, firm, association, syndicate, co-partnership, corporation, trust or any other legal entity having sufficient proprietary interest in the land sought to be subdivided to commence and maintain proceedings to subdivide the same under these Regulations.
   (o)   "Planning Commission" or "Commission" means the Planning Commission of London, Ohio.
   (p)   "Preliminary plan (plat)" means the preliminary map, drawing or chart indicating the proposed layout of the subdivision.
   (q)   "Street" means a way for vehicular traffic, whether designated as a street, highway, thoroughfare, parkway, throughway, road, avenue, boulevard, lane or place or however otherwise designated. Specifically:
         (1)   "Alley" means a minor way which is used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
         (2)   "Arterial street," "major thoroughfare" or "major street" means a principal or heavy traffic street of considerable continuity and used primarily as a traffic artery for intercommunication among large areas.
         (3)   "Collector street" means a street which carries traffic from minor streets to arterial or major streets, including the principal entrance streets of a residential development and streets for circulation within such a development.
         (4)   "Cul-de-sac" or "dead-end street" means a minor street with only one outlet.
         (5)   "Marginal access street" means a minor street which is parallel and adjacent to an arterial street and which provides access to abutting properties and protection from through traffic.
         (6)   "Minor street" means a street used primarily for access to the abutting properties.
         (7)   "Street width" means the shortest distance between the lines delineating the right of way of a street.
   (r)   "Subdivider" means any individual firm, association, syndicate, co-partnership, corporation, trust or any other legal entity commencing proceedings under these Regulations to effect a subdivision of land hereunder for himself or herself or for another.
   (s)   "Subdivision" means the following:
         (1)   The division of any parcel of land shown as a unit or as contiguous units on the last preceding tax roll, into two or more parcels, sites or lots, any one of which is less than five acres for the purposes, whether immediate or future, of transfer of ownership. However, the division or partition of land into parcels of more than five acres not involving any new streets or easements of access and the sale or exchange of parcels between adjoining lot owners, where such sale or exchange does not create additional building sites, shall be exempted.
         (2)   The improvement of one or more parcels of land for residential, commercial or industrial structures or groups of structures involving the division or allocation of land for the opening, widening or extension of any street or streets, except private streets serving industrial structures; the division or allocation of land as open spaces for common use by owners, occupants or leaseholders or as easements for the extension and maintenance of public sewer, water, storm drainage or other public facilities.
