When appropriated by Council, the Sanitary Sewer Fund shall be available for payment of the costs and expenses of the construction, administration, management, operation, maintenance, enlargement and replacement of the treatment works and for the payment of the principal and interest for the bonds issued and outstanding, and to be issued, for any debt incurred for the construction of the treatment works, for the acquisition of necessary easements or for the purchase of land.
