For any lot, land, building or premises from which a connection is made with the City sewer system, or having such connection available thereto, or which begins to discharge sewage, any industrial waste, water or other liquids into the sewer system, either directly or indirectly, the nonunit charges made pursuant to this section shall be a per diem pro rata amount and computed according to the rates as provided in this chapter. The charge on this basis shall apply from the time such sewer connection is made, or becomes available, or such discharge into the City sewer system, either directly or indirectly, is begun, until the next following monthly period.
