1046.13 NOTIFICATION OF CITY OF UNLAWFUL DISCHARGES.
   (a)   Users shall notify the Superintendent immediately upon discharging wastes in violation of this chapter to enable countermeasures to be taken by the Superintendent to minimize damage to the public sewer, treatment facility, treatment processes and the receiving waters.
   (b)   Notification shall be followed, within fifteen days of the date of occurrence, by a detailed written statement describing the causes of the discharge and the measures being taken to prevent future occurrence. Such notification shall not relieve users of liability for any expenses, loss or damage to the sewer system, treatment plant or treatment process, nor for any fines imposed on the Superintendent on account thereof. The cost of treating the discharge shall be paid for by the user. A notice shall be furnished and permanently posted on the user's bulletin board advising employees whom to call in case of a discharge in violation of this chapter.
