1046.11 PRETREATMENT; INTERCEPTORS.
   (a)   Wastewater shall meet the minimum requirements established herein before being discharged into any public sewer. Where pretreatment or flow-equalizing facilities are provided or required for any waters or wastes, they shall be maintained continuously in satisfactory and effective operation by the owner, at his or her expense, and shall be subject to periodic inspection by the Superintendent. The owner shall maintain operating records and shall submit to the Superintendent a quarterly summary report of the character of the influent and effluent to show the performance of the treatment facilities. Detailed plans showing the pretreatment facilities and operating procedures shall be submitted to and be approved by the Superintendent before construction of the facilities. The review of such plans and operating procedures shall in no way relieve the user from the responsibility of modifying the facilities as required to produce an effluent meeting the requirements herein. Any subsequent changes in the pretreatment facilities or operation procedures shall be submitted to and be approved by the Superintendent before the changes are made.
   (b)   Grease, oil and sand interceptors or traps shall be provided when they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, or any flammable wastes, sand and other harmful ingredients; except, that such interceptors or traps will not be required for private living quarters or dwelling units. All interceptors or traps shall be of a type and capacity approved by the Board and shall be so located as to be readily and easily accessible for cleaning and inspection. They shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperatures and shall be of substantial construction, gastight, watertight and equipped with easily removable covers. Where installed, all grease, oil and sand interceptors or traps shall be maintained by the owner, at his or her expense, in continuously efficient operation at all tunes.
