1046.10 MONITORING FACILITIES.
   (a)   Each industrial and special class user, as defined in Section 1046.03, shall construct, at its own expense, monitoring facilities to allow inspection, sampling and flow measurement of the building sewer.

   (b)   The monitoring facilities may be either an opening to the sewer inside a structure or a manhole. The facilities shall be constructed on the user's premises, but when the location would be impractical or cause undue hardship on the user, the Superintendent may allow the facilities to be constructed in a public right of way. Ample room shall be provided at the facilities to allow for safe sampling. The facilities shall be constructed in accordance with requirements and meet all local agency construction standards and specifications. Unless a time extension is granted, the construction of the facilities shall be completed within ninety calendar days after written notice from the Superintendent.
   (c)   (1)   Industrial wastewaters discharged into the public sewers shall be subject to periodic inspection, with a determination of the character and concentration of such wastes. The determination shall be made as often as may be deemed necessary by the Superintendent, but in no case less than one twenty-four hour composite sample per quarter. The owner shall be responsible for the collection and testing of the aforementioned samples.
      (2)   Samples shall be collected in such a manner as to be representative of the composition of the wastewater. The sampling shall be accomplished by the use of automatic sampling equipment capable of collecting composite samples or by other approved means.
      (3)   Access to sampling locations shall be granted to the Superintendent or his or her authorized representative at all times. Care shall be exercised in the collection of samples to insure their preservation in a state comparable to that at the time the sample was taken.
   (d)   The Superintendent, and other duly authorized employees of the City bearing proper credentials and identification, shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing or other proper activities in accordance with the terms of this chapter, or any regulations promulgated thereunder. The powers authority herein granted shall be in addition to powers of inspection otherwise granted by law to the City.
   (e)   All information in the possession of the owner bearing on the industrial, commercial or other process which, in the judgment of the Superintendent or his or her authorized representative.
