1044.03   NONAVAILABILITY OF SEWERS.
   In the case of any building used for habitable or business purposes, situated on a lot which is not accessible to a public sewer in operation, there shall be provided a septic tank constructed and maintained in the manner required by the County Board of Health, until such time as an accessible public sewer shall be installed and operated.
   When such public sewer is in operation and available for use, it shall be mandatory for the owner of such lot to tap in and make use of the public sewer within a period not to exceed ninety days. The Board of Public Utilities may make exception to this rule in its discretion.
