All openings made within the street lines and all sidewalk removed shall be subject to the directions of and shall be under the supervision of the Street Superintendent, subject to final inspections by the Safety-Service Director. All paving, material, flagging, curbing and ballasting shall be carefully removed and preserved. After the work is done, as contemplated by the application for the permit heretofore referred to, the trench or opening shall be refilled, in accordance with the directions of the Director, and the flagging, concrete, paving or other paving material shall be properly replaced under the supervision of the Director but at the applicant's expense.
