No person shall sell or offer to sell goods, wares, merchandise, medicines or products, including fruits, vegetables and other farm products, except for farmers markets as stated in Section 860.03, on the streets or sidewalks of the City, unless such person is the owner of a business selling such goods, wares, merchandise, medicines or products, which business abuts on the streets or sidewalks.
