820.50 MAXIMUM CHARGES.
   (a)   The schedule of rates filed by the operator, as set forth in Section 820.48, shall contain the following:
      (1)   A maximum installation charge for the first television set, and a maximum charge for each additional television set on the same premises.
      (2)   A maximum charge for basic monthly service for the first television set, and a maximum charge for each additional television set on the premises.
      (3)   The maximum disconnection-reconnection charge related to the temporary suspension of service requested by a subscriber, which shall be no more than the monthly service charge.
      (4)   The maximum reconnection charge, if service has been terminated by the operator for nonpayment of fees.
      (5)   The installation charge, which shall be personal to the individual subscriber. Upon removal to another location within the City, the maximum reconnection charge shall be no more than the monthly charge for service.
   (b)   If a use tax is ever imposed on CATV charges, such tax may, at the option of the operator, be added to the maximums listed in the approved rate schedule.
   (c)   The rates listed in the approved rate schedule apply to basic service to individual dwelling units, consisting of up to and including twelve television channels. It is understood that, consistent with the rules of the FCC, Council's jurisdiction over rates applies only to rates regarding regular subscriber services. Regular subscriber services comprise the delivery of normal broadcast signals and such services as are required on the system by the FCC. They exclude, without limitation, such auxiliary services as pay cable, leased channels and data transmission.
   (d)   It is not the intent of this chapter to retard the growth of CATV service beyond the conventional twelve channels offered by most systems, a limitation imposed by the industry. If and when expanded regular service beyond twelve channels is offered by the operator, the operator shall have the right to apply to Council for a second rate structure. An increase in the rates listed in the approved rate schedule will be favorably considered by Council, assuming an additional investment in equipment or an increase in operating costs.
