Unless superseded by Federal or State regulations, the City retains jurisdiction to establish rates for subscriber service. All such rates shall be fair, just and reasonable and shall remain consistent with the operator's increased capital and operating costs, including, without limitation, costs due to inflation. The operator shall be subject to all authority now or hereinafter possessed by the City or any other regulatory body having jurisdiction to fix rates for services offered by the operator.
