The permit ordinance shall take effect and be in force from and after the earliest period allowed by law and upon the filing by the operator with the Mayor of his or her acceptance, in writing of each and all of the terms and provisions of this chapter. However, if the operator fails to file such written acceptance within thirty days after the passage by Council of the permit ordinance, then the ordinance granting his or her permit shall be null and void.
