No operator shall offer service to subscribers by means of a community antenna system within the City, unless he or she holds a permit granted by ordinance of Council and authorizing such a system within the City and in, under and over the streets, highways and other public grounds of the City. In connection with the adoption of such an ordinance, Council shall consider and approve the operator's character and legal, financial, technical and other qualifications and that the adequacy and feasibility of its construction arrangements have been approved by the franchising authority as part of a full public proceeding affording due process.
