288.03 LONDON COMMUNITY ACCESS CHANNEL (LCAC) PROGRAM CONTENT RULES.
   The following rules shall apply to the use of the London Community Access Channel:
   (a)   All programming submitted for cablecast must contain local content, if only in the form of character-generated text identifying the local provider as a means of local contact. The London Community Access Channel Commission and the City of London assume no liability for program content or damage to video tapes submitted for playing.
   (b)   Public access shall be on a first-come, first-served, nondiscriminatory basis for any individual or group.
   (c)   In order to ensure a diversity of programming, content will be chosen to reflect a sampling of community activities.
   (d)   Presentation of the following material on the community access channel is prohibited:
      (1)   Any material designed to promote the sale of any product or service, or to promote any trade, business or person.
      (2)   Material which identifies any product, service, trademark or brand name.
      (3)   Any material which is intended to defraud the viewer or is designed to obtain money by false pretenses, representations or promises.
      (4)   Direct or indirect solicitation of funds (except for telethons for nonprofit organizations).
      (5)   Material which is libelous or slanderous.
      (6)   Material which is obscene or indecent according to local community standards, or which is otherwise illegal. The London Community Access Channel Commission shall determine whether or not the material meets community standards
      (7)   Any subject or material that is inflammatory.
   (e)   Regarding political programs, candidate forums to which all candidates for elected office have been invited are acceptable. However, the following forms of political programs are prohibited:
      (1)   Any advertising by, or on behalf of, candidates for public office, political parties, or ballot issues. This includes advertising, promoting or opposing candidates or ballot issues by supporting groups or lobbying organizations. This also includes any political advertising by, or on behalf of, candidates for public office, political parties or ballot issues which were produced originally for commercial broadcast.
      (2)   Any program which presents candidates for public office, or spokespersons for political parties or ballot issues, except for candidates' forums, to which all parties concerned have been invited, or public meetings in which one or more candidates participate.
   (f)   When the London Community Access Channel (LCAC) is not playing local programs, it will provide an electronic bulletin board service free of charge. This service will be for community messages and for promoting the LCAC.
      (1)   No commercial messages are allowed on the bulletin board except as originate from a non-profit organization for the benefit of a non-profit organization.
      (2)   All program rules that apply to access programs will be directly applied to bulletin board messages.
      (3)   To submit a message for display on the service, such message must be submitted in writing. No phone messages will be accepted, but messages can be faxed to the LCAC office. Dated messages should be submitted two weeks in advance of the event. Monthly events or meetings need to be submitted in writing each time they are to be displayed on the service.
      (4)   The Community Bulletin Board will also have an audio background provided with it. It is the decision of the LCAC manager to decide what audio service will be used.
